Electric vehicles undergo adjustments, new regulations are about to be implemented

September 1, 2025, marks the official implementation of the newly revised "Safety Technical Specifications for Electric Bicycles" (GB17761-2024).

Jointly revised by the Ministry of Industry and Information Technology (MIIT), the State Administration for Market Regulation (SAMR), together with the Ministry of Public Security (MPS), the Ministry of Emergency Management (MEM), and the National Fire and Rescue Administration (NFRA), this mandatory national standard was officially released on December 31, 2024, and will come into force on September 1, 2025.

The new standard mainly modifies and improves the following aspects:

  • Strengthened fire and flame retardancy requirements: Specifies fire and flame retardancy indicators for different types of non-metallic components, including elastic cushion materials, textiles, leather, and electrical circuit wires.
  • Restricted plastic usage ratio: Clarifies that the total mass of plastic used in electric bicycles shall not exceed 5.5% of the total vehicle mass.
  • Added motor performance requirements: Introduces requirements for motor low-speed running torque, no-load back electromotive force, and inductance difference coefficient.
  • Improved anti-tampering requirements: Enhances anti-tampering provisions for battery packs, controllers, and speed limiters, and adds 6 examples of anti-tampering inspection methods.
  • Enhanced braking performance: Raises braking performance requirements and reduces the maximum vehicle braking distance.
  • Adjusted maximum total vehicle mass limit: Increases the maximum total mass limit for electric bicycles using lead-acid batteries from 55kg to 63kg.
  • New enterprise quality requirements: Adds requirements for enterprise quality assurance capabilities and product consistency.
  • Added positioning and monitoring functions: Mandates that electric bicycles be equipped with Beidou positioning, communication, and dynamic safety monitoring functions. For electric bicycles excluding those used for operational purposes such as urban logistics and commercial leasing, consumers may choose whether to retain the Beidou positioning module at the time of sale.
  • Adjusted requirements for pedal riding devices: No longer mandates that all models be equipped with pedal riding devices; instead, manufacturers may design and install them based on the actual needs of the model.
  • Clarified rearview mirror installation requirements: Encourages the installation of rearview mirrors on electric bicycles.
  • Marked recommended service life: Requires manufacturers to specify the recommended service life of electric bicycles and mark it on the nameplate and product certificate of conformity.
  • To allow enterprises sufficient time for product design, production, testing, and certification, a production transition period is set under the new standard.
