Guidelines for Health Assessment of Lithium Batteries in Electric Bicycles Released, and Safety Hazards of Old Lithium Batteries Expected to be Gradually Eliminated

To implement the State Council's comprehensive chain-based campaign to address safety hazards associated with electric bicycles, reduce the safety risks of aging lithium batteries in existing electric bicycles, and effectively safeguard the lives and property of the people, the Ministry of Industry and Information Technology, the State Administration for Market Regulation, and the National Fire and Rescue Administration jointly issued the Guidelines for Health Assessment of Lithium-ion Batteries for Electric Bicycles (hereinafter referred to as the Health Assessment Guidelines) on December 3.

China is a major producer and consumer of electric bicycles, with over 350 million units in use nationwide. The proportion of lithium-ion batteries in these vehicles is gradually increasing. However, due to the inherently reactive nature of lithium batteries, improper use can easily lead to malfunctions and safety incidents, posing threats to the lives and property of the people. Therefore, by formulating the Health Assessment Guidelines, the promotion of health assessment for lithium batteries in electric bicycles can help timely identify and effectively prevent potential safety hazards.

To ensure the scientific validity, reasonableness, and practicality of the health assessment process for lithium batteries in electric bicycles, the development of the Health Assessment Guidelines drew on pilot experiences from Beijing, Shanghai, Jiangsu, Zhejiang, and other regions. The guidelines propose evaluation criteria and testing methods to determine whether lithium-ion batteries for electric bicycles pose health risks, covering aspects such as appearance, labeling, internal resistance, maximum output voltage, and discharge capacity decay rate. Requirements for health assessment service points are also outlined. Earlier, to facilitate understanding of the technical content of the Health Assessment Guidelines, the Ministry of Industry and Information Technology, in collaboration with relevant departments, prepared the Interpretation of the Guidelines for Health Assessment of Lithium-ion Batteries for Electric Bicycles (see appendix) for reference by consumers, production and sales enterprises, and government functional departments at all levels.

The issuance of the Health Assessment Guidelines will, on one hand, assist local governments in accelerating the establishment of health assessment service points, providing consumers with convenient, standardized, and professional health assessment services. On the other hand, it will enable consumers to refer to the document for self-assessment of the health status of lithium-ion batteries in their electric bicycles. Through the joint efforts of all parties, a comprehensive understanding of the health status of existing lithium-ion batteries for electric bicycles will be achieved, enabling timely identification of aging batteries with safety hazards that are no longer suitable for continued use. Proper handling of such batteries will reduce safety risks in daily life, effectively curb the occurrence of fire incidents, and enhance the sense of security and well-being among the public.

Moving forward, the Ministry of Industry and Information Technology will collaborate with relevant departments to actively promote and provide training on the Health Assessment Guidelines, guide local authorities in accelerating the establishment and improvement of the health assessment network system, and offer orderly health assessment services to consumers, thereby making a positive contribution to safeguarding the lives and property of the people.
